Experts Identify Russian Fear Operation Against Tomahawk Employment

The Kremlin is implementing a strategic manipulation campaign of warnings to discourage the United States from delivering precision-guided weapons to Ukrainian forces, based on analysis from defense experts. An influential official stated: “We are familiar with these weapons very well, their operational characteristics, how to shoot them down, we tested against them in Syria, so it presents no surprises. The providers and the deploying forces will face consequences … We will identify methods to damage those who cause us trouble.”

Local Developments

The regional governor in southern Ukraine of southern Kherson said military strikes on Wednesday killed three people in and around the urban center of Kherson city. The governor of Sumy region, on the northern frontier with Russia, said three people died in Russian drone attacks in different districts. Ukrainian aerial defense said it intercepted or jammed 154 out of 183 offensive unmanned aircraft during the night.

Military action significantly harmed one of Ukraine's thermal power plants, officials reported on Wednesday. Facility personnel were injured in the attack, based on information from energy company officials. They provided limited details, about the facility's position, but Ukrainian authorities said strikes hit energy infrastructure in Ukraine's northern Chernihiv, the Kherson area and eastern Ukraine.
